The Contingency Acquisition Support Model (cASM) is a time-saving automated procurement requirements package creation and coordination app adopted by the DoD. It enables Requirements Generators to easily assemble a paperless FAR-compliant package and digitally send it to a Contract Writing System using CAC digital signatures. It has been fielded and used by DoD use since 2011, and now the U.S. Army has committed to continue its use by awarding the innovator that developed it – Total Quality Systems of Roy, Utah – a Phase III Small Business Innovation Research (SBIR) follow-on contract. The U.S. Army has recently expanded its use beyond contingency operations to include in-garrison procurement – shortening the time-to-contract for Depot operations by more than 70%.
